Study On The Cooperative Construction Path Of Beijing-Tianjin-Hebei Ecological Civilizatin

As an important part of the overall layout of "five in one" put forward by the 18 th National Congress of the Party,the construction of ecological civilization is an important support for the sustainable development of Beijing-Tianjin-Hebei,as well as a key content for the coordinated development of Beijing-Tianjin-Hebei,It is an effective means to control environmental pollution and ecological damage in Beijing-Tianjin-Hebei region.The landscape of the Beijing-Tianjin-Hebei region is interdependent,geographically connected,and the ecological environment is inseparable.One glory is glory,and all damages are lost.The three places constitute an ecological community of the same breathing and common destiny.After the Beijing-Tianjin-Hebei coordinated development strategy was put forward and implemented,the three governments carried out a beneficial attempt to coordinate the ecological civilization with the limited ecological carrying capacity and serious ecological problems that constrain the development and prosperity of the Beijing-Tianjin-Hebei region,and the ecological environment that plagued the three places,the problem has been effectively curbed.However,due to the policy barrier caused by "policy barriers" and the lack of clear responsibilities of the government,enterprises and citizens,the three places still need to reach a consensus on the idea of building and development in order to form a synergy.This thesis focuses on the major national strategy of Beijing-Tianjin-Hebei collaborative development,pointing out the necessity of "establishing the awareness of the Beijing-Tianjin-Hebei ecological community" and the guiding ideology of "infiltrating the idea of community into the establishment and implementation of policies and rules and regulations".Scientifically analyzed the "three cities’ governments,enterprises and citizens’ responsibilities" in the construction of the Beijing-Tianjin-Hebei ecological construction,and scientifically analyzed the ideas,development principles and development directions.This thesis tries to find out the problems and imperfections of the ecological civilization construction system and mechanism in the process of coordinated development of the three places,explores the reasons for the lag of the construction of the coordinatedecological civilization of Beijing-Tianjin-Hebei,and theoretically expands the realistic path of regional ecological civilization construction cooperation.It is clearly pointed out that in the future,the three governments should establish a chess game under the top-level plan of the central government,and jump out of the thinking mode of independent warfare,individual politics,an acre divided into three parts,and continue to carry out the docking of policies,planning,and environmental protection joint prevention and control,and strive to find he coordination point of the civilized construction synergy development strategy and the national strategy of ecological civilization construction,strengthen the ecological administrative cooperation of various governments and functional departments,the ecological community construction should be scientifically planned from the top design.Focus on the task of complementing the short-board of ecological construction in Hebei Province,formulate a plan for regional ecological civilization construction,and achieve a map,a line,and an account,establish and improve a joint mechanism for environmental pollution prevention and control,and achieve the more policy and institutional levels of "Multiple rules coordinate with each other" to achieve the prosperity and development of the Beijing-Tianjin-Hebei ecological civilization.
