Heavy oil is an important oil and gas resources in our country, Heavy oil development generally includes reservoir engineering, drilling engineering, oil recovery engineering and ground project. Ground project is an important production unit of heavy oil development, and its risk is hign. Risk analysis and safety management of heavy oil development ground project is very important to heavy oil development production safety.In this paper, the heavy oil development ground project of Newport Corporation of Xinjiang was selected as research object. The hazard and safety of heavy oil development ground project were researched by using the process hazard analysis and mechanical integrity of process safety management and safety system engineering theory methodology. The project was divided into two part, steam injection system and gathering and transportation system, which were analyzed by using different methods. Firstly steam injection system was researched by using comprehensive analysis method of FMEA, HAZOP and LOPA, which the types of major accident was clarified, and combination mechanism of three methods was explored. Gathering and transportation system was researched by using preliminary hazard analysis and Dow’s fire explosion index method, that made us understand the risk of this system. Based on the results of process hazard analysis of ground project, two accident consequence simulation analysis method,"vapor cloud explosion" and "pool fire", were selected to analyze typical fire and explosion accident in this system and calculate the extent of the damage and effects of an accident, which was meaningful.The application of RBI inspection method of the mechanical integrity management in heavy oil development ground project was discussed in this paper, it could provid the basis for establishing equipment safety management method based on risk of ground project.Finally by using the analytic hierarchy process and fuzzy comprehensive evaluation method for the comprehensive evaluation of the ground project, the comprehensive evaluation index system of heavy oil development ground project was established. It has very important significance for improving the safety level of ground project, and it lays the foundation for the establishment of process safety management system in the heavy oil development ground project.
