| The word today faces many problems especially two major issues:one is energy shortage, the other is serious environment pollution. Deep processing of the mid-temperature coal tar which is the byproducts in coal-coking industry can not only enhance the value of energy, but also an effective way to solve the problem that the environment was disrupted because of the extensive use of coal tar before. China is a big country with coal-coking industry, and Shaanxi is the concentration land of coal-coking industry, the production of coal tar is huge and increases every year. Using the hydrogenation craft on mid-temperature coal tar produced by coal-coking to make it light to motor diesel oil, is the breakthrough of coal tar processing technology and process research test, in recent years, the technology has become mature and stable, production has expanded rapidly and showing strong economic and social benefits, while the problems of safety evaluation and management of the production process is more and more prominent. As the materials, intermediate products, products of the lighten process of mid temperature coal tar with the dangerous characteristics such as flammable, explosive, toxic and hazardous, process indicators of high temperature, high pressure conditions, the number and scale of equipment and facilities is large, materials in stock, many hazard sources even the major hazard sources exist in the whole process,the identification and evaluation of hazard sources is needed to help the company to control the secure production status, make clear our target of safety management, so that security and production can development at the same time.Firstly, this paper introduced the relative theories of the safety evaluation in China and aboard, and induced meaning and basic concept of research about appraisal index system briefly; introduced the hazards division theories to laid the theory basic of hazard analysis of the coal tar lighten production process in mid-temperature. Secondly, identified and evaluated the hazard sources exist in the coal tar lighten production process in mid-temperature combine with the three-type of hazards division theory. Style and position of hurt, as well as the extent of mean hurt were analyzed. Thirdly, this paper puts forward the principle and procedure for building the evaluation index system, then a safety evaluation index system of the coal tar lighten production process in mid-temperature was built. Fourth, established the fuzzy evaluation model, with the safety valuation index system, apply with the fuzzy evaluation method, the paper evaluated the safety of the coal tar lighten production process in mid-temperature, and compare with the results of the ex-evaluation, made the conclusion that the safety evaluation of the coal tar lighten production process in mid-temperature based on fuzzy comprehensive evaluation is more detailed, comprehensive, and operable, and is more suitable for promotion in the industry safety assessment. Finally, suggestions and activities were given to the safety management of the500,000tons/y coal tar lighten production process in mid-temperature of Tian Yuan Chemical industry company who help and provide the basis for this research. |
