Centralization and decentralization theory is an important tool to study the administrative system reform.Environmental regulation system is an important part of the administrative system,at the same time,the environmental regulatory system is also the important content of environmental law in our country.Therefore,combined with the theory of centralization and decentralization,the research on China's environmental supervision system can enrich its contents and enrich the theoretical foundation.From the perspective of the change of history,carding the development process of the environmental protection supervision system in our country,there are four significant historical characteristics,one is the institutional change is the core of the system development,the second is the central authority is the power of promoting institutional reform,the third is vertical and horizontal centralized decentralization is the basic characteristics of the system change,the four is centralization is the trend of the historical change.Then,environmental protection supervision system had a large change in our country in recent years,a new environmental protection finishing the super-ministries reform,environmental protection has been rolled out vertical management system reform,and both are concentrated reflects the characteristics of the change of system reform in our country attaches great importance to the function.Moreover,the environmental regulatory system in China is still discussed the problems existing in the analysis of the main problems include environmental supervising the horizontal level of power and responsibility set is not clear,vertical level of the contradiction between power and responsibility,lagging legislation and legal system is not perfect,close to power system and the absence of supervision mechanism,etc.Finally,to further improve the oversight system for optimizing our country environmental protection,put forward countermeasures and suggestions,whieh is to promote environmental protection regulation system of government by law construction should be the main content of reform in the future,environmental regulatory authority in the horizontal and vertical two aspects need to be rationally divided,environmental regulation also need timely internal and external supervision mechanism,and so on.so,our environmental protection supervision system reform to pragmatic,for the future development to stability is good.
