Study On Ecological Compensation Mechanism And Policy Of Liaohe River Basin

In recent years, the pressure of Chinese ecological environment enlarges gradually,development on the upstream area will result in water pollution and soil loss,increasing the cost on the downstream for ecological damage and pollution; at the sametime, ecological environment protection and construction on the upstream area willmake the soil and water conservation, water quality improvement etc., the downstreamincrease benefit because of ecological protection on the upper area, it need tocompensate the upstream. Therefore, the establishment of ecological compensationmechanism and policy can effectively balance the relationship between water resourcesexploitation and environmental protection investment, promote the sustainabledevelopment of river basin, has attracted more attention.This paper takes Liaohe river basin as a study area, based on the relevant researchresults in china and abroad, learning the advanced foreign experience on ecologicalcompensation, combined with the practice and research in china. In considerate ofwater ecological and economic sustainable development, study the ecologicalcompensation mechanism and policy in Liaohe river basin.In the research of ecological compensation mechanism in Liaohe basin, takeTieling city as the demonstration zone. Respectively study on the theory evidence,subject, principles, standard, fund and method. Use two levels of county and citycross-section to calculate the standard of ecological compensation. According to thewater quality standard of water function zoning of the study area, searching on theecological compensation amount rate of50%guarantee rate,70%guarantee rate and30Q10guarantee rate. The50%guarantee rate on ecological compensation applicableto the recent planning and development, the75%guarantee rate for the medium-termand30Q10guarantee rate for the long-term period, to meet the different requirementsof ecological compensation.In the research of ecological compensation policy, giving a detailed analysis of theecological compensation policy of Liaoning province from90’s until now. According to the existing problems of Liaoning province, giving suggestions to improve theecological compensation from legal policy, management policy and economic policy.
