From Control To Governance Path Of Community Identity:a Research On The Rural Environment

In recent years, with the rapid development of rural economy, rural environmental problems have become increasingly prominent, while the rural villagers living standard and environmental quality requirements more and more high. The environment as the basis for human survival and living environment is directly related to people’s quality of life and standard of living, the urban environment problem is at the background of industry attention more, object and the rural environment is often ignored and is regarded as the transfer of pollution. In the new rural construction environment, more and more scholars have paid attention to the importance of environmental problems in rural areas, and are committed to macro economic theory research and standardize the system of rural environmental research, for the study of the path environment governance of microscopic study less, and the lack of path to achieve the environmental governance of the community context.In this paper, on the basis of social governance theory and the acquaintance society theory, in-depth interviews based on field investigation of a rural community environmental governance and actors to the village of D to participate in environmental governance, using qualitative research methods, from the micro probes in rural communities in the context of the town government and the village cadres and villagers three party interaction in environmental governance in the process, and the internal logic of its shows the environmental governance.Finally found, by the town government control of the village cadres and villagers, mutual constraints between village cadres and villagers regard for the villagers and the villagers, the town government and the village cadres and villagers three parties reached a consensus on the actors community environmental governance, rural community environmental governance path formed a government led, village cadre collaborative the villagers’ autonomy and participation. This path of different pure government led path to previous research, but also different self governance path to rely on self organization development, different from the more interactive governance path of multiple subject, it is embedded in the rural society of acquaintances in the situation, showing a common role of social situations and governance itself. Therefore, we cannot leave the social situation and simple to of environmental governance in the process, only to give full consideration to the acquaintance society situation and the means of governance effects of environmental governance, to achieve real understanding of the environment in the society of acquaintances of good governance.Study on the revelations of this paper we should make full use of the village primary order, combined with secondary order, a new path to shape the environment within the village governance. This research has important theoretical significance to explore a line with the current practice of our country’s rural community environmental governance path.
