Research On The Calculation And Implementation Of Ecological Compensation Deposit For Oil Spill Of Coastal Zone Pollution

Coastal zone is the most active area in the Marine environment where human activities happen. Along with our country’s growing demand for energy resources like oil, offshore oil exploitations are more frequent in recent years, leading to enormous ecological risk of the sea and coastal zone. At the same time, in practice appropriate and reasonable compensations for ecological loss after the oil spill accident cannot be paid. Therefore, the study to explore how to reduce the oil spill accidents, and how to efficiently deal with oil spill accidents is of great significance.Based on ecological compensation theory, ecological risk assessment theory and principles of risk prevention, this paper puts forward a kind of deposit mechanism with the characters of "prevention" and "emergency" in time. On one hand, it makes the oil spill party can be motivated to take certain actions to reduce their risk of oil spill; On the other hand, the deposit can be used as a reserve fund to be used for oil spill emergency response, which can improve the efficiency of accident rescue and reduce the damage of the accident. Using method of literature search, qualitative analysis and quantitative analysis, and selecting a drilling platform of Penglai19-in the Bohai-bay as an example, this study precedes deep analysis and research on the content of accounts for ecological compensation for the coastal zone pollution of oil spill, and finds out the main problems in the processing procedure in domestic, finally builds the corresponding calculation model. This model consists of three parts:the calculating model oil spill risk probability, the measuring model of oil spill ecological damage, the estimating model of cleanup costs. In addition, analyses that conspiracy may occur in the implementation process of the deposit mechanism, and proposes the solutions, at the same time, solves the game equilibrium of the three parties using the game theory, including the government, the oil production enterprises, and the public, which emphasize the importance of the public participation in the process of implementation.In this paper, the ecological risk assessment theory is applied to ecological compensation theory, and the theory of ecological compensation for coastal zones and its accounting content are complemented and perfected; Based on the principle of "prevention first, combining prevention and cure", it puts forward a way of the implementation of ecological compensation, deposit mechanism, and combine it with the concrete practice, putting forward a good idea for the establishment and perfection of the ecological compensation mechanism of coastal zone in our country.
