Market-oriented Compensation Standard Design Of Ecological Pollution

In recent years, China’s economic development is still in a transitional stage and the economic development mode of extensive style is still widespread, inevitably leading to atmospheric and water pollution incidents. The ecological pollution compensation mechanism of marketization needs to be proposed because it is hard for the administrative means to compensate for economic losses caused by eco-environmental pollution. From the perspective of environmental economics, the paper has defined the concepts of ecological pollution compensation and market-oriented model, refined and generalized relative theory, put forward a theoretical model of market-oriented compensation standard design of ecological pollution. On the technical level, weight has been set by collecting data information and applying objective and subjective weighting method, environmental pollution has been technically rated by comprehensive evaluation model and empirical studies of ecological pollution compensation standard design of industry and case study of compensation standard design of boundaries between Jiangsu province and Shanghai municipality in the Taihu Basin have been carried out through the panel regression model. The results have showed that:(1)the environmental condition of the seven heavily polluting industries has gradually improved, but the overall condition is still not optimistic; the water quality of boundaries between Jiangsu province and Shanghai municipality in the Taihu Basin has generally lied below the fifth grade and the main pollutant is ammonia nitrogen;(2)the comprehensive index per unit of environmental pollution caused by upwind area (upstream basin) generates significantly negative effects on the profit of the enterprises downwind area (downstream basin) and market-oriented compensation standard and the amount of compensation of ecological pollution can be determined by the marginal cost of pollution; From the perspective of the market-oriented industry compensation standard of ecological pollution, the specific amount of ecological pollution compensation of the injured entities in descending order is followed by equipment and instruments manufacturing industry, food processing and manufacturing industry, wood, furniture, printing, culture and education products industry, arts and crafts and other manufacturing industries, tobacco products industry and gas and water production and supply industry; From the perspective of the market-oriented compensation standard of ecological pollution of boundaries between Jiangsu province and Shanghai municipality in the Taihu Basin, the environmental cost of economic damage to the enterprises downstream in Shanghai municipality caused by1ton pollutant of ammonia nitrogen discharged by Jiangsu province upstream in the Taihu Basin is about0.2753million yuan and the average annual loss is about26.273billion yuan.
