The damage of oil spill is very big, it can cause massive death of animals and plants, start a fire, affect human life and property in the short term. It could undermine the entire region ecosystem, cause serious ecological disasters if the emergency disposals are not timely and effective. Therefore, after the oil spill accident, it’s very important to provide effective disposal technology timely. At present many auxiliary decision systems were established to pay attention to early warning of the oil spill pollution, to simulation of oil spill behavior, as well as to the spread visualization of the oil spill, etc. in our country. While the screening of emergency disposal technology attracted insufficient attention. Under the circumstances of less screening study of oil spill emergency disposal technology in China, this work puts forward the screening model of oil spill emergency disposal technology based on case-based reasoning, and builds the oil spill pollution emergency disposal system.Based on the research of foreign and domestic oil spill case and emergency disposal technology, this paper studied the historical case statistical analysis. The results show that the main type of oil spill is crude oil, the main reason for the oil spill is marine oil spill, including tanker collision, stranding, etc., the location of the spilled oil is mainly around the United States, and domestic oil spill site mainly in Guangdong Province, Shandong Province and other coastal areas. The summarization of emergency disposal technology is researched according to the migration law of oil spill. The oil spill emergency disposal techniques can be divided into oil spill pollution source control technology, oil spill pollution non-proliferation technology, oil spill recycle and eliminate technology, oil spill pollution waste disposal technology, etc. And the basic framework of database was constructed based on the information above-mentioned.The case-based reasoning (CBR) index was selected by studying the technology of CBR screening model. The CBR index included the accident site, the causes, the types of accidents, the type of oil, volatility, weather conditions, flow velocity, protection targets, accident grade, etc. The weighted values of each index was calculated using analytic hierarchy process (AHP), respectively, which are0.1264,0.0513,0.3117,0.0686,0.0137,0.0617,0.0206,0.2595, and0.0865. The case selection and matching are studied by k-nearest neighbour (KNN) method. The oil spill pollution emergency disposal system was build using Oracle database,.NET framework, C#computer language and Visual Studio software design platform. The framework of the system designation, process and network structure, storage structure of database and entity relationship diagrams are studied. The basic function of the system can be realized including the modification, addition and deletion of the database. The history oil spill case matching with the current accident case could be selected according to several indexes of the oil spill accidents. The emergency disposal technology from the history oil spill case could be used for the current accident solutions and provided as decision support.
