Emergency pollution event has the potential hazard of being enormous and even endanger human life because the event are uncertainty, related to many factors, and emission of large quantities of pollutants, the existing facilities is difficult to timely and effective treatment and disposal, easily lead to secondary (or derived from) environmental problems and other characteristics of environment.Domestic and international research results and experiences show that there are dilemma responsing emergency pollution event:on the one hand, the impact extent and scope of the event is mainly determined by the nature of the event itself, but the emergency response is not infrequent and quickly, the adoptted rescue measure had not wait for it is also important, but they are also important causes that not quick emergency response, relief not timely, the very beginning to take improper disposal measure, etc. Thus, if the event has taken place, it is the key to successfully handling the event how to quickly develop and implement scientific and effective emergency response solutions; on the other hand, it is often a result that there are many different types of the event, induced complex and varied factors, pathogenesis fuzzy or overlap, to obtain difficulty the useful and effective information at the first time, so the experts in the field of professional background can not give out the solution immediately after a complete logical reasoning.Technical Support System of Case-based Reasoning (CBR) for Emergency Unexpected Air Pollution Event (TSS-CBR) is researched and developed in this thesis for sudden air pollution event as the research object, the use methods of system analysis, case-based reasoning and database technology on TSS-CRB. Research and development content of TSS-CRB includes two main parts:Part I is characteristics research and analysis for emergency unexpected air pollution event, and Part II is design and development for technical support system of Case-based Reasoning (CBR) for emergency unexpected air pollution event.The research results in this thesis show that:(1) Although the existing pollution event emergency plans are the more complete in system, broader in coverage, the plans are relatively simple in expression form, especially there are in lack of supporting in technology systems, the site emergency faces great challenges. It has been difficult to quickly and effectively respond to the scene complicated situation that decision-makers rely solely on their knowledge of the scene structure and the skill level. And it is necessary to establish technical support system such as expert system decision support system, etc.(2) As Case-based Reasoning (CBR) system operation mode closes to the way of human being thinking, CBR is especially suitable for dealing with the problem such as more uncertainty factors, the amount of fall short of information but need to make timely decision-making, for example, emergency unexpected air pollution event.(3) TSS-CBR can give out the solutions on the basis of case-based reasoning combined with professional decision to better meet the needs of decision-making at the first time. And it can operate by getting easily the limited information and the initial impact of the relatively large range of events to determine the type of the surrounding terrain, weather conditions divided into the wind, rain, snow, fog, etc.(4) Compared with the existing emergency response support system for environmental pollution, TSS-CBR overcomes some shortcomings such as the lack of targeted solutions programs, etc. and better answers "how to do?" It can provide a timely method for decision-making more scientific and reasonable technical way, and some reference for research and application of other similar emergency support system.
