Coal mine accidents occurred frequently in the day-to-day productionin coal mines. The accidents often affect the safety in production of the coalmine enterprise, and it has brought great losses to the coal mining enterprises.With The progress in the production technology of coal mine and the attentionof social all circles, the security of Coal mine production in China is becomingmore and more relaxed. But the safety management of coal mine in Chinastarted late, the safety management technology of coal mine is still in its infancy.Compared with the developed countries in Europe and the United States of coalproduction, there is still a gap between our country in the field of how toprevent the coal mine accidents and reduce the risk factors of coal mine. In thiscontext, we should research the feedback management of coal mine accident.For coal mine safety management, how to carry out the emergency rescue workfollowing the accident, is significant. The emergency rescue station is a crucialelement of coal mine emergency rescue work, its location will have animportant impact on the efficiency of coal mine emergency management.Therefore, the study on the location problem of the location problem in coalmine emergency rescue station is very necessary.In this paper, after making a large number of site survey and datacollection, collation, summary, summing up the work. With the guidance ofsystems science theory, on the basis of the location theory, emergencymanagement theory, decision theory, emergency theory, discusses the relatedconcepts of coal mine emergency rescue station. On this basis, this paperexpounds the present situation of safety production in coal mine, throughanalysis the current situation of emergency rescue station equipments andlayout of mine emergency rescue station, make a detailed analysis of the problems existing in the emergency rescue station location decision. From threeaspects, emergency rescue organization system, emergency management andoperation process, analysis the connotation of coal mine emergency rescuestation. With the guidance of the principle of emergency rescue station location,from four aspects, the time, cost, coverage and accessibility, analysis theinfluence factors of emergency rescue station location decision. Then determinefour measurable goals that to determine the minimum, maximum time, coveringthe minimum number of maximum and minimum total time. According to thatthe paper design a multi-objective decision method of coal mining area’semergency rescue station location, construct the multi-objective decision modelof coal mining area’s emergency rescue station location. By usingnon-dominated sorting genetic algorithm NSGA-II to solve the model. ThenVisual display the application process of the multi-objective decision method ofcoal mining area’s emergency rescue station location by the application example.And then put forward the guarantee measures of coal mine emergency rescuestation’s construction and development. It has a certain practical applicationvalue for the safety management of coal mine.The innovation of this paper lies in that the method to determine thedecision goal has certain practical applications. It provides a theoreticalreference for determining the location decision goal of coal mine. At the sametime, the multi objective decision making method applied in coal mineemergency rescue station location problem, the paper design a set of scientificand objective method of coal mine emergency rescue station location, whichhas important practical significance to the coal mine safety production.
