Research On Coal Mine Emergency Management Based On 4R Theory

After continuous development,my country has issued corresponding regulations and policies in the field of coal mine emergency management,which has significantly improved the ability of my country's coal mine emergency management,but it is still lacking.In application practice,due to time urgency and multi-dimensional event concurrency,the degree of harm caused by accidents is often overlooked.To this end,this article uses the core idea of "4R"theory to construct a set of safety accident emergency management analysis models,in order to improve the enterprise s emergency management capabilities,effectively reduce various losses caused by safety accidents,and mine safety Solutions for problems such as slow response at the accident site and inadequate command from the decision makers are put forwardFirst of all,coal mine emergencies are essentially in the category of crisis.In order to solve the situation of unclear priority,contingency and priority in the process of coal mine emergencies and emergency rescue,this paper applies "4R" crisis management theory and discusses the significance of crisis management theory in solving coal mine emergencies.Then,this paper proposes the response mode of the crisis management model for coal mine emergency management,and confirms the applicability of the "4R" crisis management model for coal mine emergency management.The "4R" crisis management model is an important research tool,which is of great significance to the theoretical research of coal mine emergency rescue.Secondly,this paper builds a set of evaluation index system of coal mine emergency rescue capability based on "4R" theory.Considering the correlation between the various indicator elements and the interaction between different indicator layers,this paper uses the network analysis method(ANP)to construct a network analysis model of coal mine emergency rescue capabilities,and establish coal mine emergency rescue capabilities in Super Decision software The evaluation model makes a comprehensive analysis of the elements with mutual influence and interdependence,and obtains the mixed weight of its internal and external weights.Then use the multi-level fuzzy comprehensive evaluation method(FCE),apply the principle of fuzzy relation synthesis,comprehensive evaluation of the degree of membership of the judged things from multiple factors,and transform the uncertainty into the form of certainty,that is,the fuzziness To be quantified.Combining ANP and FCE,a set of objective and reasonable evaluation model of coal mine emergency rescue capability is constructed,and an example is applied.Finally,this article combines the "4R" theory and the evaluation results of coal mine emergency rescue capabilities to make recommendations for coal mine emergency rescue.
