Water emergency and rescue base of the Three Gorges Reservoir area is infrastructure of water transportation supervision and emergency rescue.It takes the responsibilities of coordinating the water emergency reaction work and clearing the oil spilling.Therefore,the location of the emergency rescue base in the Three Gorges Reservoir area has a direct impact on the water security work.In this dissertation,considering the water emergency and rescue base is divided into three levels in the Three Gorges Reservoir area,the master layout model is constructed.This dissertation studies the characteristics and location emphasis of different levels of the water emergency and rescue base,and different location models are built,and corresponding algorithm are proposed.Firstly,the dissertation studies on the theoretical basis of the location of water emergency and rescue base in the Three Gorges Reservoir area.The connotation and characteristics of water emergency and rescue are analyzed,and also,the definition,classification and characteristics of the water emergency and rescue base are introduced.Then,the basic principles,influence factors and location emphasis of the water emergency and rescue base in the Three Gorges Reservoir area are summarized.On this basis,the differences between the location and other research are analyzed.Secondly,the dissertation studies on the layout of water emergency and rescue base,considering the characteristics of different hierarchy of base and different levels of water emergency in the Three Gorges Reservoir area.Based on the analysis of the layout requirements of the water emergency and rescue base in the Three Gorges Reservoir area,this paper defines the emergency rescue distance.Through introducing the layout effect function and the weighted distance parameter,it puts forward the layout model of the Three Gorges Reservoir Area.The objectives are the maximization of rescue effect,the maximization of the water emergency rescue distance and the minimization of construction cost of the water emergency and rescue base.There are some constraints such as overall and multiple coverage of water emergency,different hierarchy of base for rescuing different levels of water emergencies,one water emergency rescued by at least one water emergency and rescue base,and the time requirement of fast response.Through model verification,the dissertation uses the non-dominated sorting genetic algorithm with elitist strategy(NSGA-II algorithm)to solve the model,and the layout scheme of the wateremergency and rescue base is obtained,in which the number of different hierarchy of base is determined.Thirdly,the dissertation studies on the multi-objective location problem of the comprehensive water emergency and rescue base of the Three Gorges Reservoir area from the two perspectives of multiple coverage and gradual coverage,which is in the light of the characteristics and location emphasis of the comprehensive base.It proposes the multi-covering location model of the comprehensive base,in consideration of the multiple covering of the water emergencies by the comprehensive base.Then,considering the characteristics of the covering level changed uniformly with the water increase of rescue distance,the gradual covering location model of the comprehensive base is put forward.And then,the Ant Colony Algorithm(ACA)has been used correspondingly to find their solutions,and the location results of the comprehensive base are obtained.Then,combined with the water situation and actual situation of water emergency sites,the site location of the comprehensive base is determined.Finally,the dissertation studies on the location problem of the professional water emergency and rescue base from the perspective of the uncertainty of water emergency in the Three Gorges Reservoir area.Based on the analysis of the connotation and characteristics of the professional base,it constructs the basic location model of the professional water emergency and rescue base in the Three Gorges Reservoir area.Then,a min-max regret robust optimization location model of the professional water emergency and rescue base is put forward by introducing the uncertain parameter and the collection of water emergencies.Through model verification,the dissertation uses NSGA-II algorithm to solve the model,and the location result of the professional water emergency and rescue base is obtained.Then,combined with the water situation and actual situation of water emergency sites,the site location of the professional base is determined.And then,the dissertation builds the location model of the water emergency and rescue station based on the idea of the P-median.The genetic algorithm and particle swarm algorithm are used to solve the model in order to obtain two sets of location results as location limit of the water emergency and rescue station.Then,combined with the water situation and actual situation of water emergency sites,the site location of the station is determined.
