The article summarizes the effects of the small-scale private enterprises'credibility construction, and analyses the actual performance of small-scale private enterprises lack of credibility and the two major reasons include external environment and internal environment that led to this phenomenon.Finally, proposed countermeasures to construct China's small-scale private enterprises'credit system from Internal and external aspects on the basis of drawing on domestic and foreign mature experience of credibility construction. It considers that outer oversight and protection is a kind of external cause, which promotes the enterprise's integrity system as outer compelling forces; and inner constraints and management is a kind of internal cause, which promotes the enterprise's integrity system as impetus mechanism. It is only by enhancing construction both two aspects above the small-scale private enterprises can transform integrity system from passive to active. So that the enterprises'integrity construction to be sustained, rapid and healthy development.
