The Land Intendance is formulated in compliance work of national economic plan, the main basis of macroeconomic regulation and control policy, that Is effective means of the supervision and inspection of the local government for the general land use planning and land policies and regulations of the state of the implementation, that is he effective measures of the goverment grasping land utilization. However, how to use the advanced "3S" technology, to efficiently and effectivly carry out the Intendance work, has become an urgent problem. According to the land intendance actual business, combined with RS, GIS, GPS features in the application of land, This research and design the Land Intendance Information System.The paper summarizes and analyzes the concept of 3S, trends and developments and application of land; The land inspectors are researched and analysised by the paper from the land business segment, business processes, functional requirements and other areas; In connection with complex business data, business related data on the inspectors to conduct a classification study, divided into basic geographic data, background data of land management, project business data, and study pretreatment and design database for these data, puting forward the data support system in order to achieve standardization of the data of inspector business;Researching and designing Land inspector Information System based on "3S" contains four subsystems:remote sensing monitoring system for land use, land inspectors audit analysis system of office work, land inspectors industry verification and site inspections system, navigation control system, designing the function of each subsystem module and investigating the supporting hardware devices; In this paper, by Shanghai Bureau of State Land Inspectorate about inspectoring the Agricultural land conversion and approval of land acquisition matters in the city, Zhejiang Province, the system study a case to explore scientific and rational land inspectors technical line based on the information system, including①data collection, analysis and processing within the industry;②Field verification and Gathering data;③data management and analysis within the industry;④inspectors report writing. Through this practice test, the system achieved the desired result, greatly improved the efficiency of the inspectors.This study for the deep understanding of the business land Intendance, For the scientifically managing data of land Intendance, for establishing and perfecting the business of informatization Intendance, has certain practical significance. The paper studies on the "3S" technology that has certain effect of expending the application field and develping the collection "3S" technology.
