The Study On Land-use Layout Based On Ecological Red-line Areas

In recent years, with the acceleration in the course of the urbanization and industrialization in our country, the building land has been expanding rapidly, which brings about the increasingly sharp conflicts between man and land in many aspects, such as building land and farming land, economic development and natural ecosystem conservation and so on. Under the pressures of rapid expansion of energy and resources demand, and under the threat of worsening environmental pollution, in the process of urbanization in China , how to make land use planning reasonably, handling the relationship between development and protection, taking land use in the path of sustainable development, has become a serious challenge of homeland ecological security, and also one of the most fundamental propositions of building a harmonious society.Through the division of ecological red-line areas, a reasonable arrangement of land use layout, is an effective way to protect and improve the ecological environment, maintain a healthy ecological system of land, give full play to its effectiveness, and achieve sustainable use of land resources. This thesis analyses the implication of ecological red-line areas, and the ecological red-line areas is divided into five classes. The method of division is given, which is on the basis of analysis the current characteristics of the regional ecological environment, according to the results of the assessment of eco-environment sensitivity, and the assessment of importance of ecosystem services, regions of very sensitive of environment and most important of ecosystem services are overlay, draw a figure of the distribution of ecological red-line areas in Guigang. When Land-use Layout, Negative Planning concept is used to give priority to planning of ecological red-line areas, meet the needs of economic development while improving eco-efficiency, promote land use inter-generational equity.At the basis of theory research of ecological red-line area, the text takes the research in Guigang city as a case study. With the actual situation of Guigang, in accordance with the ownership of ecological red-line area, Guigang city is divided into 4 classes 26 zones,such as source of river conservation and soil conservation, source of river conservation, soil conservation ,impoundment Taking into account the ecological functional position of ecological red-line areas, the scopes of different areas are defined, and its characteristic of the environment is analyzed, highlight on environmental construction and land space control measures in different areas are mentioned. Ecological red-line areas are Guigang's key areas of ecological security. They are also the ecological bottom line of every construction in Guigang.Land use layout should prioritize ecological red-line areas. Secondly fertile and crop-friendly farming land was delimited, particularly basic farmland. Then woodland and water areas were delimited. Last the rest should be used for building land according to its environmental capacity. Upon this to build the mold of environment friendly land utilization in Guigang and control measures were proposed.
