The Study Of The General Land Use Planning Based On The Concept Of Negative Planning

By introducing "the theory of Negative planning" to the general land use planning,this thesis tries to explore the feasibility of Negative planning theory in general plan of land use, to explore what negative planning is, and to know how to operate in reality under this theory. In order to improve that the theory is workable in the general land use planning,the author of the thesis did an empirical research, analyzed some data and made some comments on the plan and the results. First of all, I put forward the goals and the principles which guiding the whole process of planning. Second of all, I analyzed the present situation of land use in Lan fen district, Benxi, Liao Ning province. According to the historical and ecological environment and the economical and social development trend, we can construct the regional sightseeing and ecological ecurity pattern, i.e. to build the base for local land use, on which, we can construct a food security pattern and implement the farm land policy according to the requirements of the food security. We can carry out the city planning under the circumstance of regional sightseeing, ecological security and food security pattern; we can also plan the layouts and the arrangements of the construction land, establish the reasonable patterns for the construction land, and perfect the system of land utilization and planning according to the present situation trend and the principles of sustainable development.As I have stated above, I did an empirical research in Lanfen, Benxi Liao Ning province through introducing the negative planning theory to the general land use planning. According to the given statistics, the Lanfen district can be divided into four regions according to its function: water resource conservation places, forest and landscape conservation area, agro-ecological control area, ecological construction region of urban and mining, these four regions form a complete ecological pattern which guide the land use of each region. Meanwhile, according to its natural, biological and scenic features we can establish an ecological pattern that fits the Lanfen district very well by combining its geological features such as river, highways and so on. We have to implement the farmland policy and to establish the food security pattern, to ensure the regional food security in accordance with the food demands prediction. In order to provide the safety for construction land use, we have to plan the construction land reasonably, use the strategy of regional development under the premise of sightseeing and ecological security pattern and the food security pattern, and in line with the prediction of the construction land demands.It is of great significance to introduce the negative planning to the general land use planning, as it focused on the control to the regional ecology, and on the overall function of the region, especially on the control to the non-construction area. It would make the planning more scientific if the theory is combined with the traditional idea of planning. The negative planning theory can be applied in planning Lanfen, just because this region is a place transferred from a mining city and the protection of its ecology is rather important.
