As the development of the global economy, the constraint of energy on the sustainable development of economy is becoming more and more obvious.As the deepening of industrialization and urbanization,the rapid development of heavy industry,the demand for energy is growing. This trend not only aggravates the contradiction between energy supply and demand, but also threats the energy security of China. At the same time, with the energy consumption, the environmental pollution problems become more serious, and also the contradiction between economic development and environmental pollution. The problems of poor energy efficiency, high energy intensity and air pollution are seriously restricting the harmony development of China's economic, social and ecological.Therefore, a myriad of research on China's energy intensity has come into being, and energy economy has also developed rapidly in this nation meanwhile.China's energy intensity continued to decline after the reform and opening up,especially in recent years in the low energy elasticity coefficient case of high economic growth has aroused wide attention of researchers. Most of the existing literatures explain the change issues of China's energy intensity mainly from economic restructuring or technological progress, but the study abroad, has been transferred to the perspective of the impacts of informational capital on energy intensity. In this paper, we study on the impacts of Informational Capital on Energy Efficiency in China based on the panel data. On the basis of combing and commenting the existing literatures about informational and energy intensity factors, we study the impacts of informational(ICT) capital on energy intensity through empirical research. Different from the previous studies using the industries data, in this paper we use the panel data from 1997 to 2006, and study on it with the unit root test, cointegration test,model choice and regression analysis. As the needs of the model variable data, we estimate the informational(ICT) capital based on the existing literature and economics. Finally, we study the results of the regression with the actual situation, and then made number of targeted policy recommendation.In this paper, We find that(1)supplement for Energy and Capital,labor force(2)Benefited from the Energy price increase,the Energy Intensity decreased(3) the investment of ICT Capital is helpful to the decrease of Energy Intensity and the increase of Energy Efficiency, furthermore, Energy intensity of production increases with computers and software,while it decreases with the diffusion of communication device.
