With the "civilian airport Regulations" promulgated, Chinese civilian airport's public infrastructural orientation has been formalized. Civil aviation administration's policy for civilian airports returned to public welfare, which triggered widespread concern and discussion. The exact orientation of our civilian airport's property, is the premise of civilian airports'sustained and healthy development, which can help to improve the airports'operating model and operational efficiency, at the same time, it can also effectively promote civil aviation administrations and local governments'surveillance and management.Firstly, the concept of civil airports, the history of Chinese civilian airports'development and overview of the current situation, leads to the discourse of our civilian airports'previous reformations. Experienced the disengagement from the Army in 1980's, separated from administration from 1987 and be set over to local governments from 2002, the vast majority of Chinese civilian airports belonged to local governments and transformed to business. However, the problems caused by those reformations had become more apparent. First, the civilian airports were distributed unevenly, and the gap between big airports and small airports became wider. Second, as some local governments were short of financial capacity and managing desire, mergers and trusteeship between airports become popular, which departure from the original purpose of the reform that set over airports to local governments. Third, as enterprises, civilian airports pay so much attention on profitability, as to damage public and airlines'interests by right of monopoly. Finally, civil aviation administrations and local governments'responsibilities for civilian airports'management were not clear, that caused them can not effectively take their responsibilities.The article introduced and analyses the management systems and operation mode of the civilian airports in American, Australia and Hong Kong, and summarized some good experiences in civilian airports'management and operation for our country. First, civilian airports must think much of public property as public infrastructures. Second, we should encourage various management system and operation mode, in order to promote civilian airports'development. Third, the management department of airports should be apart from business affairs for equitableness and commonweal. Finally, the most importantly, the government should improve the legislation and establish the social evaluation mechanism, so as to strengthen surveillance and management to civilian airports.
