China's Agricultural Insurance Pilot Study Mode

Our country is a developing country and a large agricultural country as well. Therefore, agriculture plays a crucial role in the national economy, which faces great challenge after China's entry into WTO. Sound agricultural insurance could enhance the development of agriculture. However, the agricultural insurance system is far from satisfactory. Since the reconstruction of agricultural insurance, our national agricultural insurance have not made breakthrough and even have withered for about twenty years. So it is necessary to establish new agricultural insurance system to cater to the development of agriculture. In our country, the establishment of compulsory agricultural system requires a lot of work. For this purpose, this thesis is focused on the establishment of compulsory agricultural insurance system suitable for our national situation. This thesis consists of three parts.In the first part, the relevant theories about agricultural insurance were analysed. Drawing lessons from foreign compulsory agricultural insurance systems, the author defined our national compulsory insurance and its features. Then the compulsory agricultural insurance was public and the special traits of agricultural insurance were discussed, which laid theoretical foundation for our national compulsory agricultural insurance.Part two is the focus of this paper. The management pattern of our compulsory agricultural insurance was discussed in detail. The significance of application of our national compulsory agricultural insurance pattern was pointed out. Then the problems and their reasons were analysed comprehensively and finally the supposition about agricultural insurance was proposed, which is multi-body and multi-patterned and led by the government. In the meantime, the cow breeding was taken as one example. After the analysis of the present situation of cow breeding in Tai'an city, the measures taken were stated: the sound governmental input policies; the reasonable principles and procedure. We must perfect the rural financial service, encourage the financial institutions to support breeding, innovate breeding loan mechanism, realize the breeding insurance subsidy and implement the compulsory breeding system gradually.In the third part, the conclusion and suggestions were made. Based on the discussion about advantages and disadvantages of all kinds of agricultural compulsory insurance management patterns, the new national agricultural insurance management pattern was constructed and the strategies for furture development were proposed.The conclusion of this research is: Since the agricultural insurance is special and the general development of our agricultural insurance is backward and very slow, the agricultural insurance system can no be established and implemented, without the governmental interference and support. Therefore, the government-led mechanism for agricultural insurance development must be implemented and the development pattern must be multi-body and regional.The suggestions for policies are: We should speed up the legalization for agricultural insurance, regulate the development of agricultural insurance, attach importance to the establishment of agricultural insurance market, stick to the implementation of compulsory agricultural operation mechanism, strengthen the governmental support for the agricultural information system, lay the foundation for agricultural insurance, speed up the cultivation of talents, the technological innovation and development of new products, set up the agricultural system and gradually promote the experiment of agricultural insurance selectedly with focus.
