The Researches Of Chinese Agricultural Insurance Regulations

Agriculture is basic industries of the national economy in China. In the agricultural development process, there are natural hazards, technological risks and market risks. Because of scattered and small-scale agricultural production, the risk management capacity of agriculture is reduced, in particular, the family-scale agriculture. A disaster can destroy the wealth of the farmers for many years. Therefore, the risk management of agriculture is very important. In recent years, frequent natural disasters have led to the price fluctuations of agricultural products. A result, demand for agricultural risk management is increased. The existence of widespread agricultural risk requires a regulation to reduce the uncertainty of agricultural production activities. Agricultural insurance is a world-widely used risk-management approach. Agricultural insurance is a good way to avoid the risk of agriculture. Agricultural insurance is important element of agricultural risk protection system. Under market economy conditions, the aim of developing agricultural insurance is to reduce the natural risks and market risks of agricultural operation that agricultural producers worry about and to realize the sustainable and healthy development of agriculture. Since 2004, agricultural insurances of each pilot area in China have carried out widely and have made great achievements. However, there is no comprehensive law to regulate agricultural insurances in each pilot area. The difference of the level of development and policy support is throughout our country. In this case, the increasingly apparent shortcomings of the development of agricultural insurance are emerging. Thus, in the coming period,we should sum up the experience and lessons of agricultural insurance from each pilot area ,and according to the situation China's agricultural insurance development, design the mechanisms and patterns of agricultural insurances. To protect a nationwide campaign of agricultural insurance, we must speed up the pace of agricultural insurance legislation.
