Peri-urbanization is formed with the development of manufacturing industries, located in a mixed rural-urban land use and rapidly changing transitional region outside of the urban built-up areas. Because of lack of effective land use planning and management controlling, there are many problems such as scattered spatial distribution, land destruction, resources waste, serious conflict between the environment and the economy, and lagging management system etc. As a result, in the case of large population and extremely scarce land resources, it has great importance to study the changes of land use and the planning of intensity, to solve the relationship between the actively promotion of the urbanization and the effective protection of land resources, and to achieve the regional land sustainable use and rapid development of socio-economy.A representative area named Kuiwen in Weifang city was selected in this paper, based on the theory of urban development and the related disciplines about land-use. The analysis told the comparison on the changes of the quantity structure and the space structure of land-use, the characteristics of the spatial framework between the urbanized and the peri-urban areas. We learned the problems about the land-use in peri-urbanization, and then selected a typical region to evaluate and analyze the intensive land-use. Last, the recommendations about the coordinated development of zones and the rationality and feasibility of Land Use Planning were put forward by district planning. Some important conclusions were drawn as follows: (1)The identified peri-urbanization, includes Ershilibu, Xincheng, Qingchi, and Gangcheng Sub-districts are outside the downtown. These zones with the characteristics of the peri-urban, are specifically manifested as follows: the dominant industries of the economic structure are Non-agricultural; the composition of the population are the migrations which accounts for a large proportion of the population, while the dominant population are still the Agricultural population; the management is still the rural-based management system; the non-agricultural construction still has high proportion in land-use structure, while the agricultural land remains larger share, and the changes of the structural of land use is severe, the using is casual, the intensity is still low.(2)The quantity structure and the space structure of the type of land-use in the research area were quite different. The industrial structure in urbanization area was relatively sound, the intensity of land use was relatively high, and the extent of land use was comparatively intensive, but the extent of fragmentation of land use was very serious, and the spatial array of land-use tends to be more complicated; However, the extent of fragmentation of land-use in peri-urban was relatively weaker, and spacial agglomeration of dominant parts was higher, but agricultural business and production accounts for a comparatively larger proportion, and the intensity of land use was relatively lower, so the type of land use is still mainly agricultural land.(3) Ershilibu Sub-district as the typical area was chosen to study the intensive evaluation and planning of land use. The results shown that: the intensive of land use was not well; according to the analysis of evaluation process, although the performance of regional land-use regulation was remarkable, the structural of the land-use and the extend of land exploitation was high, the intensity of investment in fixed assets of industrial land and the rate of land Bid were low. The result was the supply of market was not well, which is the key factor of affecting the intensive of land use. On the basis of the evaluation of the typical district, the general planning of land use was: "a central zone, three function Area"- "a central zone" means a set of car sales, repairs and parts production which are locaded along the Weizhou road, "three function Area" refers to the residential and commercial areas, residential, science and educational areas and urban industrial and logistics business areas. At the same time ,to guarantee and stabilize the regional economic society the sustainable use of land, relevant recommendations and countermeasures should be drew up, which can be considered from the view of rational development, tapping the potential and co-ordinate development.(4)At last, according to the characteristics of peri-urban areas, the coordinated development of its urban-rural integration model should be " business parks leading, industry consolidation; environmental conservation, ecological supporting; gradually extending, district governance". Finally the recommendations were put forward which was about perfecting land reserve system, improving the scientific and forward-looking overall of land use planning, strengthening the law about land, and innovating the model of land-use management, emphasizing on the controlling of land-use management which was about ecological infrastructure construction in urban and rural areas.
