Problems And Countermeasures Of Intensive Land Use In The Progress Of New-type Urbanization

Land resources is the important substance base of the human survival and development.Intensive land use is the necessary requirement of new-type urbanization and the target of land use.On the basis of defining the connotation of intensive land use in the process of urbanization,land use problems and its essential characteristics in the process of urbanization in China were in-depth analyzed.The key way to solve the problem of land use is to exploit the potential.The countermeasures to further tap the potential of intensive land use were analyzed from two aspects,the first is "Planning of Linking the Increase in Land Used for Urban Construction with the Decrease in Land Used for Rural Construction",and the second is the land finanacing.The doctoral dissertation consists of six parts as follows: the first one is introduction,the second is the theoretical basis,the third is the relationship of new-type urbanization and “land urbanization”,the fourth is the problem analysis in the process of new-type urbanization,the fifth is case study,the sisth is conclution.The first part include the research status and existing problems,the main content of the paper and the technical route,innovation.In the second part,the land theory of diminishing returns,the scarcity of land supply theory,land rent theory and other related theories were analyzed and summarized.then the connotation of new-type urbanization combined with the special stage where China's current urbanization process and development characteristics were analyzed;at last,intensive land use in the process of urbanization were defined.In the third part,the relationship of new-type urbanization and “land urbanization” were analyzed.the probolems of land use in new urbanization process were summarized: one aspect is from the disorderly development of land urbanization;on the other hand,land idle or inefficient use were the main of land use problems in new-type urbanization.In the fouth part,the problem analyses in the process of new-type urbanization were analyzed,and the contermeature were studid.This paper analyzes the land policy and land use reform from two aspects,namely,the increase and decrease of urban and rural construction land and the investment and financing of land consolidation.In the case study part,the paper take Hechuan as an example,analying the driving force of construction land increasing,and then evaluating the land intensive usind in Hechuan and one typical town,at last,countermeasures of intensive land use wer put forward.
