| Cultivated land resource plays an important role in national economic development, thus it is the basis and guarantee of socio-econoimic development. The protection of cultivated land is of great significance. Our country is characterized by large population, insufficient cultivated area, though the system of strict cultivated land protection has been carried out, quantity of cultivated land is still decreasing, so basic farmland protection is facing serious challenges, grain security is threatened, and the contradiction between economic construction and grain security tends to be intense. Improving the utilization efficiency of farmland, strengthening the protection of cultivated land and basic farmland, keeping the dynamic balance of the total farmland, and realizing the sustainable utilization of cultivated land resources are inevitable requirements of guaranting national security and realizing the sustainable development of social economy. This paper carried out a case study in Tai'an City on cultivated land and basic farmland protection. We first analyzed the present situation of cultivated land and basic farmland protection and reasons for the changes in cultivated land and basic farmland in Tai'an City. The scale of cultivated land and protected basic farmland is scientifically predicted and rational distribution of basic farmland is analyzed. Accordingly, countermeasures and strategies on cultivated land and basic farmland protection were proposed. The main research contents are as follows:1.The significance of cultivated land and basic farmland protection was discussed from three aspects of service function, ecological function and social function, with a thorough analysis of the connotation and the guiding ideology on cultivated land and basic farmland protection, and the principles, research target and research thought were put forward.2. Research trends of farmland protection at home and abroad were deeply analyzed and natural conditions and social-economic conditions in Tai'an were introduced in detail from the following aspects: location, topography, hydrology, climate, vegetation, soil and population.3. The protection status of cultivated land and basic farmland of Tai'an City were systematically analyzed from quantity, structure, spatial distribution and other aspects. Dynamic changes in cultivated land were studied by using spatial variation index and variation intensity index and the reasons for the change were analyzed. We found that agricultural structure adjustment and conversion of cropland to forest were the main reasons for the reduction in cultivated land; the problems in basic farmland protection were proposed.4. Through comprehensive consideration of the population needs, economic development, ecological construction and many other factors, land quantity index and cultivated land requirements index in planning target years of Tai'an City was scientificly predicted. Land quantity in Tai'an City in 2010 and in 2020 was optimized by applying four methods. Land quantity was predicted based on changes in driving force of land-based model (DSR) and department index reserved target method, and the demand was predicted based on fully self-sufficient in food production and in accordance with unchanged land comprehensive productivity.5. Basic farmland protection scale was scientifically predicted by applying qualitative analysis method and accounting policy method. Spatial distribution and strategy of basic farmland protection were put forward according to regional differentiation regularity of natural resources and "Tai'an City Master Plan (2005 -2020)". Principles of playing advantages, protecting high quality cultivated land, combination of centralization and decentralization, complying with urban planning, comprehensive analysis, and sustainable development were adopted.6. Suggestions and policy for enhancing the cultivated land protection were proposed according to the actual situation. |
