Based on the close attention to the problem of basis, to a new round of land use planning revision as the starting point, in reference to domestic of arable land and basic farmland protection theory and method, the protection of cultivated land and basic farmland of Xiangtan City are in-depth studied. This article mainly includes the following content:First, analyzed the background and significance of this study, expounded the related theory and practice of dynamic of the cultivated land protection, and summarized the main contents, ideas, methods and technical route of this research.Second, Analysis the current situation, temporal and spatial changes of cultivated land of Xiangtan City; and proposed the main problems in use and protection of cultivated Land.Third,from the influencing factors of cultivated land change, comprehensively analyzed the balance of supply and demand of cultivated land in xiangtan; Then with the basic farmland demarcated guiding ideology and principle, formulate the xiangtan city of cultivated land and basic farmland protection plan.Fourth, In view of the current and future cultivated city land utilization problems of xiangtan proposed countermeasures and Suggestions.
