The research studies on the cultivated land and the basic farmland of Zhangye City, finds out the main reasons for the changes of arable land by analyzing the basic status of arable land and farmland, then we can forecast its change trends. On the basis of food security, we forecast the demand of the cultivated land, and compare it with the changing trends, then we can find the problem. Now the cultivated land that are occupied by the non-agricultural construction are reducing, we forecast reasonably the area of Zhangye City cultivated land that are occupied by the non-agricultural construction,the ecological farmland for the need of the adjustment of agricultural structure, and the area of Zhangye City cultivated land that add because of land development,arrangement,reclamation from 2005 to 2020. Relying on adding effective cultivated land,perfecting the requisition-compensation balance of the cultivated land,promoting the development of the cultivated land,arrangement,reclamation and other measures, we put forward the amount of cultivated land and the programs and principles of protecting the basic farmland. The results of this research are as follows:(1) Predict the trends and changes of arable land and the near-long-term changes in the area of arable land in Zhangye City by the adoption of GM (1,1) models, and forecast demand for arable land at different levels of food self-sufficiency. The comparison and the analysis shows that the change of the arable land can ensure the food security of Zhangye City in accordance with the current trend to 2010. To 2020 comes we can only ensure self-sufficiency rate of the lower level of food security but not the higher levels of it.(2)The land potential is 6250 hm2 according to supply-demand balance analysis of arable land in Zhangye City. In the planning period, cities and towns construction will occupy 3260.07 hm2 arable land, infrastructure land use of farmland will occupy 1771.471 hm2 arable land, wetlands returning will ocupy 3529.27 hm2 arable land, add up to 5300.741hm arable land. Therefore, using the land resonably in the planning period will make the arable land increase stability.(3)According to the above analysis: the amount goal of Zhangye's cultivated land in the year of 2010 and 2020are both 253,000 hm2 ,which can achieve the target of Gansu Province. The amount of cultivated land not only ensured the food security, but also provided for non-agricultural construction land for the supply of appropriate space.(4) We break down the amount of cultivated land in using the entropy weight coefficient method of Zhangye City and combine the existing basic farmland protection and the urban county of Zhangye city's construction planning, wetland protection planning, the potential for back-up resources such as arable land, county area in order to determine the basic farmland protection area, the arable land and basic farmland protection's suggestion.
