Developmental classification of ecological plan is a new study area of ecological science and its research is an objective requirement of determining mainly functional regionalization, regional assignment, developmental direction, development temporal order as well as management principles, which can provide theoretical support and scientific proof for exploitation of territorial resources and making strategies of local economic development.This article take Tai'an City as a case and utilizes mathematical models on the basis of natural resources, social, economic as well as environmental statistical data bank of Tai'an City. To begin with, ecological vulnerability evaluation, sustainable development evaluation and ecosystem service values evaluation as well as their evaluation models are chosed according to the the situation of location features, eco-environment and economy of Tai'an City in order to judge environmental carrying capacity which is in harmony with local economic development, quantize ecosystem ability of resisting extraneous interference and recovery as well as ensure the mainly restrictive factors of sustainable development and currently developmental density and intensity. Finally, based on the results of the above-mentioned evaluations, the developmental classification of ecological plan by region in Tai'an City can be calculated according to their weights, which can contribute to indicating developmental direction and emphasis. And the conclusions are as follows:(1) In 2006, the climatic and economic factors of urban area in Tai'an City were at comparatively nonvulnerable level, social factor at generally vulnerable level and natural factor whose weight was largest at severely vulnerable level, so the comprehensively ecological vulnerability of urban area was at severely vulnerable level. The natural and social factors of Xintai City were at generally vulnerable level, while its economic and climatic factors were at severely vulnerable level, so its comprehensively ecological vulnerability was at generally vulnerable level. The climatic and economic factors of Feicheng City were at severely vulnerable level, while the natural and social factors at comparatively nonvulnerable level which contributed to its comprehensively ecological vulnerability at the same level. Except social factor which was at comparatively nonvulnerable level, the climatic, natural and economic factors of Ningyang County were at severely vulnerable level which led to its comprehensively ecological vulnerability at the same level. Because the climatic factor was at comparatively nonvulnerable level, social factor at generally vulnerable level as well as natural and economic factors at severely vulnerable level, the comprehensively ecological vulnerability of Dongping County was at severely vulnerable level.(2) In the year of 2006, the comprehensively sustainable development capacity of urban area and Xintai City were relatively well, with demographic and economic subsystems of the former one at the third level, its resource and technical subsystems at the first level and the environmental one at the second level. While except that the sustainable development capacity of the demographic and environmental subsystems were relatively poor, other subsystems of the latter one were relatively well, being at the first or the second level. Feicheng City and Ningyang County were V3, the resource and technical subsystems of the former one were V4 and its environmental one was V3. Although the demographic and environmental subsystems of the latter one were relatively well, its others were relatively poor. Because all subsystems were at the third or forth level, the comprehensively sustainable development capacity of Dongping County was V4.(3) In the same year, total ecosystem service value of Tai'an City was 5.9 billion Yuan,99.44% of it was from agricultural land which occupied 70.52% of total land use. The total ecosystem service value was weakened by land for construction to a certain extent, with minus 0.49 billion Yuan. The ecosystem service value of unutilized land which occupied 13.5% of Tai'an City land use only account for 0.6% of its total ecosystem service value.In terms of different areas, the ecosystem service value of urban area was the largest with 1.748 billion Yuan and its average was in the second positon at 0.8376 million Yuan. Xintai City came next at 1.328 billion Yuan whose average was only 0.6870 million Yuan, followed by Dongping County with 1.194 billion Yuan while its average peaked at 0.8910 million Yuan. The area of Feicheng City and Ningyang County was familiar, the agricultural land of the former one was relatively larger, so its ecosystem service value and the average were 0.959 billion Yuan and 0.7510 million Yuan respectively, while those in Ningyang County were both smallest with 0.671 billion Yuan and 0.5964 million Yuan respectively.(4) In the year of 2006, the largest developmental classification values of ecological plan was from Feicheng City with 2.7724, belonging to major development zone. Xintai City was next with 2.4889 which was belonged to moderate development zone, followed by urban area and Dongping County, both were the part of restrictive development zone according to their developmental classification values(2.1901 and 2.0962 respectively). Finally, Ningyang County is where the smallest developmental classification value was found with 1.8040, belonging to forbidden development zone.
