Research On Multi-Agent Coordination Of Decision-Making In Emergency Management

Emergency can cause great harm, affecting the development of country and people's life and property, so the research on emergency decision-making receive more and more attention. Emergency decision-making is normal, which is of process developing emergency plan according kinds of emergency. The agent participating decision-making is not single body, but multi-agents, so it is multi-agents decision-making. Many departments and organizations can make decisions according the own knowledge and ability as the agents. The emergency is complex, so the single agent can't afford the ability of independent decision-making. Multi-agents can distribute the tasks and coordinated work together. The difficulty of Emergency Management is how to coordinate multi-agents to make decision. The agents need to choose policy to distribute tasks and define the responsibility of the tasks.The paper tries to solve the above problem through the method of multi-agents coordination of decision-making in Emergency-Management. The study includes:analysis of multi-agents in the emergency coordination decision-making, consist of complexity of decision-making, relationship among agents, the structure of emergency organization and coordination mechanism, point that the research on coordination should be based on the action and the structure; The task of decision-making is the key point to solve the problem of coordination among the agents, build the method based on task model to analyze the problem, consist of decision-making tasks generation, tasks decomposition, tasks allocation, tasks execution, result analysis, through the series of process, to achieve the design work of decision-making; build the coordination model through the blackboard system, the blackboard system is the distributed problem solving framework, can provide the a good way to interact for emergency decision-making; finally, develop a simple-prototype system, can design decision-making tasks; point out that the shortage of paper and direction for the future research.
