With the continuous development of the world economy, the knowledge economy has become the main power of the development of society. The human capital is the key factor of the technological companies who want to survive and to develop. The economy globalization and the clustering of industry make the companies to compete for the human capital, especially for the IT company who as its leading type in modern science on how to select a suitable human resource model for its company, how to reduce the cost of human resource, how to increase the manufacture efficiency. These have become the key issues for many small and medium IT enterprises.IT companies are the knowledge–intensive companies. They mainly provide the research and development of the science and technology, to provide product and service. Its nature determines that the IT company has the strong rely on the knowledge-technology talents. But because of the limitation of the human capital, many companies have to select external resource to fulfill their insufficient of human resources. Many small and medium companies in Dalian have set up a new type model of resource distribution, which can use external resource to cooperate the manufacture. We call this new type model as"the cooperation of human resource."It can efficiently decrease the cost of human resource. And the company can put its main power on the cultivation of core ability and development. It can increase the competition of the company. But compare with the practice research, this new distribution of human resource has no complete theory to guide. Among the cooperation of the companies, there have no laws and rules and regulations to guide the right and duty of all the partners. This causes much list of the cooperation of IT companies. And it also damages the benefit of the staffs of the companies.This dissertation firstly researches the theory of cooperation of human resource. Then it analyzes the modern research of small and medium IT company human resource in Dalian. Deeply analysis the create reason and existing risks of cooperation of human resource. This paper also promotes some advices of how to avoid risks and to set up and complete model of the cooperation of human resource to apply this model in IT companies and to help them to solve the practice problems. And to promote relative department to care and support it and to make it develop and go on with healthy in IT company in Dalian. At last, this dissertation gives some respective company cases during the process of research and analyzes the modern research and existing risks. It also contacts with the ideas of this paper and gives some improvement advices.
