This paper is proposed for the design and implementation of the rational drug use system which is a subsystem of the medical insurance information system.Along with the quick development of information technique and network technical, the application of IT of medical insurance management has already become a problem that of the utmost urgency needs to be resolved.To solve this problem, firstly, this paper analysis and study the current condition of the medical insurance and it's rational drug use service both on home and abroad, pointing out the problems existed at information-based management of rational drug use subsystem of medical insurance, and put forward a solution for those problems combining the analysis of that the rational drug use process. Secondly, this paper emphasizes the rational drug use process and its structure. With the help of the information resources plan related theories and technique, according to the structure of the topic database thought, and adopting information structure to manage and categorize of the rational drug use information, it put forward business model of the rational drug use system, laid foundation for system design and implement. Thirdly, according to the system business model, general principle of the MIS and design concepts of'one-stop' system architecture, this paper design the architecture and function structure of the system, and also design database and data connection relation. Finally, it implements the main function of system using tools such as J2EE, PASS.The result of the practice showed that this system can resolve many present problem of the rational drug use subsystem of medical insurance, reduce the effect of 'irrational drug use'to medical insurance information to some extent, and come to the result as expected.
