Bidding is the basic approach of construction projects in today's society, which has been popular in international society. China started to use the style in the 80s of the 20th century. It started a pilot in the late 80s, including land tender, house tender, which developed quickly in kinds of bidding market. The bidding industry shows a good development, especially when NPC Standing Committee passed " The People's Republic of China Public Bidding" in 1999, which marked that the management of the bidding has risen to the law height, increasing revenue by all sectors of society attention. However, the bidding and tendering mechanism theory most focus on individual project. With the development of society, whether domestic or foreign, more and more large projects start to be constructed, which are funded by the dispersion of small projects. These small projects interact with each other and check each other, informing a complex multi-projects system. Recently, there is a great lack of theoretical research in it.In this thesis in based on the research in multi-projects management, with the help of mechanism design theory, principal-agent theory of game theory, making an analysis of the bidding mechanism of complex multi-projects, designing a relatively complete bidding mechanism, triggering domestic theorists to do further research on bidding theory, and supplying basis for the design of construction projects bidding mechanism. At the same time, it puts forward new requirements for the bidding agents. It has been a new research topic that how to monitor and encourage bidding agents to serve for the tender side better.In this thesis, the research focuses on the following aspects:(1)construction projects for large complex multi-project concept and analysis of complex multi-project features.(2)design proper bidding mechanism for complex multi-project.(3)design monitoring and encouraging mechanism for bidding agents. Through these researches, the author obtains the following conclusions:(1)for the reality that many large-scale construction projects start to be constructed, based on the multi-project management theory, combining portfolio management theory, the author makes the concept of complex multi-project and the complex feather, supplying the basis of designing bidding mechanism of complex multi-project.(2)the bidding for complex multi-project doesn't just focus on the price. During the bidding for the large-scale construction projects, price is only one of the evaluation criteria. There should be many other indicators taken into account. Besides, it involves many sub-projects and should consider complexity. In this paper, the author does research on quality and price, and based on the above issues, the author puts forward portfolio bidding mechanism.(3)the evaluation of complex multi-project is done with the research on the properties of price and quality, and then the author establishes the multi-objective planning function, and uses the tree algorithm to choose the final winner.(4)As a service organization, bidding agents and tender side have a relationship of principal and agent. The tender side is principal, the bidding agent is agent. The principal doesn't know the bidding agent will work hard or not for it, so it is a kind of incomplete information game. Based on it, the author establishes the tender agent moral hazard modal, and then builds on the tendering agency monitoring and encouraging mechanisms.
