As one of the most important parts of project management, performance management has received more and more recognition from the academic circles and project management experts. This thesis's object is the manager of the research and development projects, namely R&D project manager. The manager of the research and development projects is a special group, and their characteristics are very different from other managers. First, their working process is difficult to supervise. Second, their work is difficult to measure and evaluate directly. Third, the R&D manager's working time can not estimate accurately. Based on the differences above between the R&D managers and the general managers, it is necessary to set up different characteristics of performance evaluation and incentive system, but the traditional performance appraisal, are generally in strict accordance with the department for examination, however, the system established based on the project is very rare.Therefore, in order to solve the problems existing in the development of project management, let the R&D project managers to work full of subjectivity and creativity, This thesis first analyze the differences between the R&D project managers and the general managers in the enterprises, and analyze the existing problem of the performance evaluation system and compensation incentive model, and further describe this problem from the direction of the principal-agent theory. Review the main theories and methods of the performance evaluation and incentive mechanism, analyze the performance management system used by the XX Cigarettes Factory, and make the questionnaire and interview. Then establish the performance evaluation system of the R&D project manager, and evaluate it by using the analytic hierarchy process and fuzzy comprehensive evaluation method. Finally establish the rational incentive system of the R&D project manager according the five basic principles in the salary system design, and also evaluate it with analytic hierarchy process and fuzzy comprehensive evaluation method. And the article also make the empirical analysis about the evaluation system and the incentive system.
