Along with the human society has steppped into informational and knowledge-based society from industry society, the software industry has become a core of information industry and the base of information society, and will become the leading industry in the 21st century.But we are still anxious about the case of software product development implementation, the 20th century, the mid-70s, the U.S. Department of Defense found that 70% of software projects can not be submitted on time, budget overruns and fails to reach the customer requirements, the 20th century,90 years, There are still many problems in the software project development, only about 10% of the project can be delivered to customers on time and at a predetermined cost, and put into use. from the above circumstances and background of software project development we can see, the software development project is facing a very unfavorable situation, and bringing a tremendous impact to software development companies and customers.The hierarchy complexity and uncertainty of software project have brought great difficulties to investment decision for software project, and it involves many factors of which the description are different during software project evaluation.Therefore, it is the key to this paper which is how to establish software project evaluation index system scientifically and reasonably, and on the basis we should have a comprehensive evaluation which combined with experts'evaluation of the result.In this paper,the author carry out the research of software project evaluation Which are based on software project and software project characteristics in the perspective of establishing software project evaluation index system and the weights of evaluation index. SMART criteria is applied to build software project evaluation index system, then triangular fuzzy theory and the method of several experts' evaluation are used for evaluating the system. If there is a program in evaluation, we can determine the investment or not based on the evaluation results; If there are a number of options, we also can determine the investment program based on the ranking evaluation programs.The author utilize triangular fuzzy theory and the method of several experts' evaluation to carry on case analysis which is office management system.so that we can verify the feasibility and practicality of software project evaluation index system and the method of evaluation.
