A Research On The Transition Of Power Grid Company Under The Game Of Government And Enterprise

The power grid belongs to the country's basic service industry and public utilities and shoulders major social responsibilities and political responsibilities.The new electricity reform promoted by the Central Committee of the Communist Party of China and the State Council's "Several Opinions on Further Deepening the Reform of the Electric Power System"(in the article "No.9 Document")requires "keeping the middle in control and letting go of both ends".The power industry is a natural monopoly industry.At this stage,the goal of a series of reforms is to eliminate monopolies.As the main body of the "intermediate" link,grid companies are still maintain a relatively large degree of monopoly,let go of the "two ends",and to what extent they have been liberalized.There is no clear definition yet.In the process of electricity reform,grid companies have tried different transitions in order to eliminate monopolies.However,there are still some controversies regarding the introduction of competition in the distribution sector,and related reforms are proceeding more slowly.The ultimate goal of power reform is to establish an effective market system and accurately guide the domestic power market.Therefore,how to define the specific status of the power grid companies,under the premise of guaranteeing reliable power supply and government supervision,it is of practical significance to find a method to gradually eliminate monopolies.This article first analyzes the different positioning of power grid companies in different stages of power reform,and refers to foreign relevant reform experiences,and studies the advantages and disadvantages of power grid companies under existing conditions,and the impact of existing conditions on the introduction of competition in the distribution and sale of electricity.Analysis of the difficulties in the introduction of competition in the distribution stage at the present stage under the circumstances is that the dispatch is not independent and the integration of transportation and distribution is becoming deeper and deeper.And in the case of power distribution,under the premise of guaranteeing the reliable power supply in the power reform,the rationality of maintaining a certain degree of monopoly status by power grid companies continues.It is proposed that the reform of the distribution sector is a key factor affecting the advancement of electric reform.To solve the practical difficulties of eliminating monopoly in distribution,this paper establishes a game model between government and power grid companies that based on the theory of game theory,and analyzes the game predicament between power grid companies and governments.It systematically studies the probability of grid companies implementing reforms according to the government's expectations under different conditions,the difficulty of government supervision of grid companies under different conditions,and the level of cost.It also analyzes the need for the government to successfully promote grid enterprise reforms and reach a certain degree of compromise with grid companies.It proposes to take the initiative of grid companies,design reasonable plans,and lead the feasible direction for the next stage of reform.As the relevant reforms of the State Grid Corporation of China is based on provincial grid companies.As a benchmark unit of the State Grid Corporation of China,the Jiangsu Provincial Electric Power Company is relatively slow,but also more robust,because of the larger scale of power grid companies in other provinces.On this basis,this paper takes the Jiangsu Provincial Electric Power Company as an example,and studies the specific ways to promote the transition of the power grid enterprises under the premise of ensuring the realization of the basic requirements of the government's new power reform and ensuring the interests of all parties.The paper analyzes the reasons for the reform of the electricity distribution link in Jiangsu Power Grid,and analyzes the feasibility of the new positioning of the integrated energy supplier in power grid companies.The study puts forward concrete feasible plans for grid companies to lead their own transition under the premise of following the expected direction of government reform.The comprehensive energy supplier will soon become the second main business of power grid companies.Through the diversification of energy-related industries,the existing human resource deployment applications of power grid companies will be optimized to participate in the increased income of competing industries,and the price of residential power will be eased after the cancellation of cross-subsidization;In addition,through the establishment of a newly-established distribution network company,the company gradually cultivates qualified distribution network operators,and finally achieves de-administration of power grid companies on the premise of ensuring reliable power supply,and gradually introduces competition in the distribution and sale of electricity.And eliminate the monopoly's transition direction.This article studies the transitional scheme of power grid enterprises in the process of electric power reform,and provides a feasible choice for the government to guide power grid companies to gradually and steadily eliminate monopolies.
