Research On The Policy Of Giving Priority To The Development Of Public Transportation In Qingdao

In recent years, with the development of urbanization and motorization, motor vehicles have been increased rapidly, which results in a series of problems, such as more and more traffic jams, time consuming and expensive trips, environmental pollution caused by tail gas, et al. The urban development and the standard of living were set back. So, giving priority to the development of public transportation has become an important method to improve the efficiency of using transport resources and to relieve traffic congestions.In the state's overall policy guidance, Qingdao's public transportation has achieved in some field to some extent. But on the whole, the phenomenon of urban traffic congestions continues to worsen, public transport's running speed and operating efficiency keep falling down, the renew transportation capacity is counteracted by the weak traffic efficiency, service level of public transportation is not improved, the attraction to residents drops off, the main body position of public transport can't be established, the importance and emergency of giving priority to the development of public transportation are not be fully realized by the government, the relevant special planning can't get effective implementation, the infrastructure lags behind, the right-of-way's priority is not enough, investment level is on the low side, the policy of public transport remained on the stage of sloganization and decaration, and moreover, researches on the public transport first is insufficiently thorough at present. On the basis of previous research, field survey was carried out for the current situation of Qingdao's public transportation. Many theories and methods were used such as systems analysis, scenario analysis, sustainable development, public product and government accountability. Taking all factors into consideration, including policy evaluation, economic evaluation, social assessment. Considering many ways, such as traffic volume, land utilization, social harmony, external cost and actual cases. Data analysis was used to find pros and cons and better solutions.This article proposed that the priority development strategy on Qingdao's municipal public transportation should be established. By means of public traffic in priority, the operation and service level of public transportation will be improved, the residents will be guided to prefer public transportation, transport resources will get high-efficient disposition, traffic congestions will be relieved.This article proposed an integrated traffic system---rail transit such as subways as the bracket, current transit as the main body, and the others as complements. In order to guarantee the leading position of public transport, seven priority policies should be carried out, such as institutional guarantee, legal guarantees, financial investment, planning review, operation protection, wayleave and science and technology input.
