Market price for the failures, the minimum purchase price policy in China's grain prices are too low to ensure that the basic income of grain farmers, food industry and the promotion of food security is important, but can not be overlooked is the minimum purchase price policy implementation shortcomings, the minimum purchase price policy for major subsidies in the circulation, the farmers have gained less from the price policy, and because most of China's grain market has been the acquisition of several major state enterprises monopoly, mostly grain resources monopolized by them to the minimum grain purchase price for grain, market prices are weakened, the farmers can not get revenue from the price gains. "According to long-term planning requirements of national food to strengthen the theoretical target price of food is important and conducive to improving China's grain price system will help to maintain food price stability, conducive to ensuring national food security and increase rural incomes and so on.This article first describes the background, based on the target price of food were reviewed theory proposed in this paper to study the problem, that is the nature of the target price of grain definition and functions of the goals are. Then, this article from both qualitative and quantitative analysis of the nature of the definition of target price of food, that food prices food target price is the ceiling price is to reflect the fair value of the policy of food prices.
