| With the development actualities,such as the fast increasing of population, the rapid urbanization process, human's requirement and influence intensity to the land is strengthening as well as development of social economy have aggravated the demand for land and influencing intensity, and caused a series of problems, such as: housing problem,three agri-problems,ecological problems and food safety problems. To meet the constantly increasing demand for construction land, the government levies and imposes collective land in rural areas. During this process, many problems are exposed, including excessively wide range of land expropriation, un-reasonable of compensation standard, un-scientific of resettlement mode. The key to solve this problem is to make clear the value of arable land and to explore the methods of scientific quantification.At present, there are two methods on the calculation of acquisition expropriation price of arable land: agricultural land's classification and evaluation and calculation of the block land Price, each method has some advantages and weaknesses. On the basis of the analysis on the merits and demerits of both methods, this paper sets up a synthetically calculating system of land expropriation price by integrating the cultivated land function price and the added-value from function transformation of arable land. This thesis uses Multi-factor comprehensive evaluation method to divide the expropriation blocks, as the first control to expropriation price. By using area weight average value of arable land function price of estimated units in every land patch, combining with the Industrial Land price at lowest level in urban land and correction coefficient of patch, divide the added-value from function transformation of arable land, calculate the added-value, meanwhile synthetically calculated the arable land function price of estimate units, including quality price, social security prices, social stability price and ecosystem price.(1)By the case study in CangXian, we can get partition of increment income of each land block as follows:First block 29.17 yuan/m~2; Second block 23.66 yuan/m~2; Third block 17.18 yuan/m~2.(2)The result of putting the function price and the partition of added value together can make the expropriation price of different units, this can embody the microcosmic difference.(3)According to the differential rent theory, this thesis obtained a partition of added-value by transforming the use type of cultivated land. This result is obtained by the following way: the lowest of urban land price subtracts the differential land rentâ…¡,correcting the result by block correction coefficient, then get the partition of added-value which called the 'basal block land price', it actualized the macro control effect of land block.By combining the virtues of the two methods of farmland function price and expropriation land price, and divided the partition of added-value by altering the farmland use type, it built up a maesurement system for land expropriation price. Then got the land expropriation price in CangXian. It provides a more rational calculating system for land expropriation price. |
