For a long time, the pension insurance system of China has been running under a "Dual Track" pattern, that is, there is a coexistence of two seperate system of rules:the system for the employees of governmengt offices and institutions and the system for those working for econmic enterprises. After decades of reform and development, the fundemental pension Insurance system for enterprise employees has been mature and stable gradually. However,as a contrast,the pension Insurance system for workers in governmengtal sections is still folloeing the pattern formed in planed economy system,which depends completely on governmental funding.On the hand this phenomenon has its historie root. But, on the other hand, we have to admit a considerable number of problems have been exposed on the pension Insurance system for employees of government offices and institutions.The most eyecatching one among them is,the ancreasing gap between the pension standards set in the two systems. Until recently, the average pension level for workers in governmental sections is about three times higher than those in enterprises. What's more, governmental institutions has a complex organizaotin, putting great pressure on the govrnment. With these problems intensified, pension insurance reform appears more and more imperative.At present, the said reform is still at a preliminary stage, with a pilot project being carried out in five different selected areas. Practically speaking, however, the execution of this project is not all as easy as one may think. In this light, this article seeks to investigate and analyse these current problems. Firstly, the article will compare the differences between the old-age pension plans of government work units and of private enterprises, and then analyse the reasons behind such differences. Afterwards, a few foreign notable examples of old-age pension plans will be briefly introduced. Drawing on the successes and experiences of other countries for reference, and considering China's actual circumstances, this article will present some major problems not to be taken lightly as well as some reform guidelines to follow. Finally, through this study and analysis, this article advances the argument that government work units should attempt to render its pension plans more to the likes of those of private enterprises. Moreover, considering the actual conditions of the current reform pilot project, and the analysis of the obstructions to this reform, this article proposes a way of thinking and a plan to go a step further in intensifying the reform.
