Research On The Problems And Countermeasures In The Reform Of Pension Insurance System Of Organs And Institutions In Tongshan District

In 2015 the State Council has promulgated a series of related policy and implementation on the reform of pension insurance system of organs and institutions,as a landmark the reform was formally carried out.Based on the macro environment of reform of pension insurance system of organs and institutions,Tongshan district responded positively to the call of the State Council,has taken measures to carry out the reform,some achievements have been made,such as the adjustment of the salary standard for in-service personnel,the registration of insurance information registration,the adjustment and payment of pensions for retirees,"go-between" retirees data information return check,declaration of payment base.However,due to the obvious resistance of inherent concept,the complex historical issues,the insufficient staffing efficiency,the vacancy of supporting system,the increasing ageing issue,the invisible welfare occupational pension brings and other reasons,there are still some problems and deficiencies,such as slow progress,the expansion in the gap between fund income and expenditure,and the remaining fairness issues.Based on the facts above,this paper carries out studies around the reform of pension insurance system of organs and institutions in Tongshan district,using questionnaire and investigation to get in-depth and comprehensive understanding of the progress and achievements and existing problems of reform in Tongshan district.Through scientific analysis,on the basis reference of advanced experience of foreign pension insurance system of organs and institutions,a series of suggestions on improving the reform of pension insurance system of organs and institutions in Tongshan are proposed.It includes consolidating the foundation of reform,improving and perfecting the system of pension insurance system of organs and institutions,exploring the fund's balance of payments mechanism,strengthening executive ability of reform.
