Along with the accelerated process of economic globalization, the economic ties between nations means there have been significant changes in the performance of the most important is that since the 70s of last century in developed countries the majority of its manufacturing sector was the transfer of production processes, so gave rise to this new division of labor outsourcing. With the pace of China's integration into the global economy accelerated, the extent of China's participation in international division of labor are constantly deepened, the international competitiveness of Chinese industry has also been greatly improved, China is gradually exposed, "the world's manufacturing center" of the embryo .In this paper, respectively, from the traditional trade theory, new trade theory and the new - the new trade theory in three areas, a comprehensive exposition of analysis of a country to undertake outsourcing international competitiveness of industry, the impact of the mechanism. From the traditional trade theory point of view, to undertake outsourcing is the country with the undertaking is a comparative advantage in terms of the expansion and deepening, will bring increased productivity and industrial competitiveness development. The new trade theory point of view, to undertake outsourced to promote the development of economies of scale, to undertake country with the internal economies of scale and external economies of scale effects of two kinds of benefits that help enhance the competitiveness of industry, a great advantage. And the new - the new trade theory point of view, outsourcing is one the country has started to undertake to give up inefficient domestic market, began to serve foreign markets and efficient way, and in this process, international trade can be the original industry productivity Different companies have a "survival of the fittest" effect, thereby optimizing the industrial enterprises in the overall production efficiency, thereby enhancing the international competitiveness of industries. Then this paper, the China's reform and opening-up outsourcing of manufacturing and industrial competitiveness to undertake the development of a detailed data analysis. Outsourcing in China to undertake major implementations in processing trade, processing trade has experienced rapid development, have occupied half of China's total trade. The development of competitiveness in the industry analysis, mainly in the RCA index and the TC index, by both calculation and analysis, come to two conclusions: First, China's international competitiveness in labor-intensive industries in the manufacturing sector is still in a strong position in the second is capital-and technology-intensive industries to enhance the international competitiveness of the speed leader in the manufacturing sector. In this regard, this paper assumes that the capital-and technology-intensive industries to enhance the competitiveness of fast-bound with a large number of intrinsically linked to undertake outsourcing.Next, this according to Feenstra outsourcing index formula, combined with the year of China-related input-output table calculated from data in 14 departments of China's manufacturing outsourcing to undertake a detailed index, the results show that capital-and technology-intensive industries in recent years, the level of outsourcing in the manufacturing sector to undertake advanced level. Then, through empirical methods to test the outsourcing of industry to undertake the impact of international competitiveness, empirical results show that the manufacturing sector to undertake international outsourcing of labor-intensive industrial competitiveness, the impact of coefficient of 1.103874, while for capital-and technology-intensive industries affect the coefficient of 3.109623 is clearly capital-and technology-intensive industries have been affected more profoundly, it also proves that the former paper presents the underlying assumptions. Finally, based on research findings derived from the proposed relevant policy recommendations.
