Since the reform and opening up,China's many businesses are facing a major issue that is stronger and larger. Second half of 2009,SASAC director Li Rongrong warned:"Objectively speaking, the 500 enterprises in China is still the 500 large enterprises." Many industry experts suggested that China's enterprises should seize the opportunity, from their own strategic management, resources and industry chain integration start speed up the adjustment, restructuring and upgrading.China's military enterprises,too,especially in the civil explosive sector in the military enterprise, explosive industries and enterprises in China coupled with the monopoly-line with the regional segmentation characteristics,bigger while maintaining, developing and consolidating its core power, and constant innovation to adapt to the new environment for our military poses a severe challenge.In this paper, Qinghua Group's expansion strategy study carried out under the sub-context.Qinghua Group on the expansion of civil explosive sector strategic analysis and countermeasures research, this article seeks to strategic theories, especially in the present strategy to expand its core competence theory and the theory under the guidance of the public to grasp the overall development of the market situation of explosive industry. Blasting through the China market analysis especially China explosion in special environment environmental analysis,analysis of the national market as a whole pattern of civil explosive sector, the national policy trends,and Xi'an military under the current circumstances,market characteristics for the civil explosive sector and group of companies the position of market structure, analysis of the company's strengths and weaknesses,opportunities and threats facing, but also the use of five forces model analysis of industry characteristics, found in the target company, the internal environment and external environment, to achieve dynamic balance of decision-making, namely, the implementation of Intensive-type active mainly related to diversification and integration, supplemented by expansion strategy, not only outside the province but also outside the province, and the expansion to maintain, consolidate and develop the core group competitiveness.While developing technical,personnel,finance, brand strategy coordination to overcome the political,economic, financial,organizational and other risks,and from a strategic environment, budget, execution and performance to ensure strategic goal detection aspects of effective implementation.Through the research projects in the hope to promote the group to further strengthen and expand at the same time, this paper military enterprises,in particular the development of the civil explosive growth of enterprises to further develop certain referential significance.
