Research On The Development Strategy Of Hs Business Incubator Base Under The Background Of Mass Entrepreneurship

In order to implement the relevant spirit of the opinions of The State Council on policies and measures to vigorously promote mass entrepreneurship and innovation(guo fa [2015] no.32)and jointly promote the vigorous development of mass entrepreneurship and innovation,The State Council agreed to establish an inter-ministerial joint meeting system to promote mass entrepreneurship and innovation led by the development and reform commission.Since then,the provinces(autonomous regions)have followed up the introduction of local policies and measures,from which China's "mass entrepreneurship,mass innovation" shows a momentum of full swing.HS business incubation base(hengshui small and medium-sized enterprise business incubation base,referred to as HS business incubation base)emerges at the right moment under this background,which plays a positive role in promoting innovation and entrepreneurship in the location of the base.However,in recent years,due to the lack of development strategy formulation and implementation of the base,there are many problems in the development process.At present,senior management of the base has realized that to realize the sustainable and long-term development of the base,it needs a scientific and reasonable development strategy as a support,and the formulation and implementation of the development strategy has been put on the Japanese agenda.This paper studies the development strategy of HS business incubation base in the next six years.Firstly,this paper adopts the literature method to collect and sort out the domestic and foreign literatures related to the development strategy,and analyzes the theoretical method and practice of the formulation and implementation of the development strategy.Secondly,the strategic background of HS incubation base was analyzed by PEST analysis method,five forces model analysis method,SWOT comprehensive analysis method,market prediction method,enterprise core competitiveness model and other analysis methods and tools.Thirdly,on the basis of strategic background analysis,planning theory and methods are applied to carry out planning design and demonstration of the development strategy of HS business incubation base from 2020 to 2025 based on the current development situation of domestic business incubation base.Finally,this paper puts forward some Suggestions on the implementation of strategic planning by applying the theory of strategic management,learning from the experience of typical cases of strategic management in the same industry,and combining with the actual situation.The main research results of this paper are the development strategy planning and implementation Suggestions of HS business incubation base from 2020 to 2025.The research results not only provide a reference for the development of HS business incubation base,but also provide a reference for the formulation and implementation of other business incubation base development strategies.
