The process of population aging in china produced a large impact on its society, economy and culture. Family structure and the way of people's retirement life are changing, these changes will produce some new and special needs. The old age industry has arised in accompany with these special needs. Tourism can play its unique role in response to population aging process. The traveling and off-site retirement life has many relations, tourism and old age industry's communal development needs the guidance of correlation theories, therefore, the study on tourism and off-site retirement life has its reality soil.Based on case studies about the domestic and international off-site retirement life, as well as the field investigation on status of the elderly population in Beijing and the demands of off-site retirement life, this article found the links between travel and off-site retirement life, summed up its demand characteristics, and divided the elderly residents of Beijing into three groups:"Basic needs groups", "Potential off-site retirement life groups" and " Active demand of off-site retirement life groups." Based on Beijing resident's demand characteristic and the type division, this article proposed "IBM (Interactive+Budget Mode) model" in view of the national market and the Beijing suburbs village self-service model" in view of Beijing market. "IBM" model:integrate the country's fragmented tourism resources to provide an exchange platform for the elderly, improve resource using efficiency, mainly for the "Potential off-site retirement life groups" and " Active demand of off-site retirement life groups ",this model will solve the high-end travel demand on off-site retirement life. Beijing suburbs village self-service model:rating and integrating the scattered remote resources (like Beijing suburbs' "Happy Farms") to meet the "Potential off-site retirement life groups" holiday needs.In the implementation of off-site retirement life and travel, Beijing needs to follow the strategy of phased development, beginning with training demand and product introduction period, then to integrate resources and product upgrades when time is ripe. We can't directly use foreign development model. There are many themes in the related areas worthy of further study, such as security system for the development of tourism and off-site retirement life, research on government participation, the deep research of IBM model and so on.
