Study On The Operation Mode And System Of Farmers' Specialized Cooperative Economic Organizations In Hetian

Building a new socialist countryside in the border areas needs a stable and harmonious rural political and economic environment urgently. Agriculture, rural areas and farmers issue is related to the party and the country's development and is the key issue that handicaps the building of harmonious society in China. If "Three agricultural questions" can not be effectively solved, it is harmful to the sustained, healthy, rapid development and the stability of society. To strengthen the "Three agricultural" work, to develop modern agriculture and promote socialist countryside is a necessary requirement to comprehensively implement the scientific concept of development and build socialist harmonious society. The core of "Three agricultural questions" is the issue of farmers. Its important features are low income, increasing income difficultly and the right and interests of farmers not to be protected. So to solve the "three agricultural questions" fundamentally is to solve the continued growth of the income of farmers.HeTian is a Concentrated Neighborhood of minority population. There are poor in natural conditions, ecological environments and infrastructure in most parts of HeTian. Natural disasters are frequent, the social security system lags far behind and the burden on farmers is relatively heavy there. In recent year, specialized cooperative economic organization of farmers is a new farmer organization that can help farmer to get rich. It understands profound aspirations of farmer and can serve as a bridge to link farmer to the government. Through mutual assistance and cooperation it narrows the gap between the Han and minority compatriots, and assists the government to implement various preferential agricultural policies and maintain social harmony and stability.In this paper, we discuss the necessity of building farmers'specialized cooperative economic organizations by cooperative game theory firstly. For farmers, specialized cooperative economic organizations is the result of repeatedly game playing based on reciprocity strategies. Its Growth and Development has practical certainty. Secondly, we try to analyze the existing problems of cooperative economic organizations in HeTian according to the investigate questionnaire of function complexion of farmers'specialized cooperative economic organizations in MoYu county. Thirdly, we analyze the operating factors of farmers'specialized cooperative economic organizations by using AHP. After taxis we found the development of farmers'specialized cooperative economic organizations is mainly determined by the leadership, the cooperative organization itself, the government and surrounding villages. The bottleneck of farmers'specialized cooperative economic organizations is lack of talent leaders. At last we study the mode and system of farmers'specialized cooperative economic organizations in depth, solutions and suggestions are put forward according to the existing problems of cooperative economic organizations in HeTian. In sum, this paper demonstrates that farmers'specialized cooperative economic organizations are suited for economic development in HeTian, and it can enhance systematization of farmers, promote industrialization of agriculture and increase the income of farmers in this area.
