In the large and complex construction of airline information systems, risk management has become an important issue.This article will research and study three key aspects in the project risk managemet—Wuli, Shili and Renli (WSR). Wuli is defined as the objective risk factors in the project; Shili is the interaction among those risk factors; Renli is the subjective factors related to human activities.Wuli: The general process of project development can be divided into seven steps in WSR theory. This article will analyze risk factors in those seven steps; evaluate the influences and importance of the risk factors through questionnaire survey, and conclude ten key risk factors in enterprise information construction: requirments, strategic stability, the competitiveness of products, technology effectiveness, plan risk, targets congnition risk, marketing risk, human resources, leadership recognition, and partnership risk. Shili: Regarding to the ten key risk factors, this article will analyze and explain the interaction among those factors with ISM model, which leads to the conclusion of two hierarchy model. It is shown in this two hierarchy model that the leadership recognition risk led the top, which influence the implementation of the project from the beginning; meanwhile, marketing risk is the most end of the model, which has a direct bearing on the success of project implementation.Renli: In the process of project development, human-being maintains the dominant position. Human emotion, knowledge, habits, understanding, respect, responsibility, interest and other factors influence the activities of human-beings. To get the score on different projects in the discussion groups, then obtain the integer matrix of average scores, and the improtance hierarchy is drawn through a series of matrix operations. In the human-related factors, responsibility makes the greatest impact on the project information implementation, followed by power, knowledge and understanding, but feelings, respect have little effects, which can be ignored.This article studies the risk management in the construction of airline IT projects, based on WSR theory, and makes the assessment of importance and impact analysis of each risk factor, which will provide a reference for the construction of risk management such IT projects.
