Is one of the force company to trade the petroleum-chemical products.in 2005,SIPC established it first petroleum-chemcial storage terminal .a few years later, it operating size has become larger. In 2009,The investors of SIPC began to prepare for of the phase II of its storage project. And ask a service agency to estimate the storage market,at the same time,SIPC commission a professional agency to do the feasibility research of the project..according to the result of the market estimate and the feasibility research of the project, the phase II is feasible. But the next step, the most important is to decide to the size of the project.Normal decision-making method is to measure the technological possibility and economical possibility and environment possibility and safety possibility and policy possibility, the economical possibility almost is the primary factor,including the project total investment and NPV and investment return term and IRR and repay rate etc. By this decision methods ,the decision-making plan is not always the best.To avoid the disadvantage of the usual decision-making method, SIPC establish a project team to research to select the most satisfied size of the project. By analysising and researching the storage types and jetty input-output ability and terminal storage capability, the team designed four plans and applied the AHP(Analytic Hierarchy Process) to select and intercomparsion. The team gathered the related investment size factors about the economic and no-economic, and established analysis scope and evaluate system and AHP model. And use judgement matrix to calculate and rank the plan according the optimized orderly according with the total target of the project ,and get the most satisfied plan. |
