The industrial transformation of resource-based city is worthy studying urgently, especially under the market economy condition and in knowledge-based economy ages, with resource-based cities and industries both facing rigorous existence test. Since 1990s, through many years of the highly intensive development, the development of resources in main resource-based cities one after another enter mature and declined period;the declining of leading industries affects the economy and society of these cities inevitably: the storage of resources is gradually drying up, the cost of mining ascending, the competition ability weakening seriously, superabundant unemployed personnel significantly increasing. Some cities under serious circumstance have already sunk into strait situation. The transformation becomes an irreversible trend of resource-based city of our country and the only choice in facing the challenges of knowledge-based economy age. However, the lagging of correlative theory of industry conversion increases difficulty of the fulfillment of the operation.Since 1980s, scientific and technological innovation have become the main motivation that pushes the economic development increasingly, particularly the high technology which has become the important factor to affect the variety of industrial structure and pattern of district competition;scientific and technological innovation becomes the strategic research point of the district development. And it certainly is also the core of economic activities of such cities that are faced with dual missions: the transformation and keeping up with other cities.According to this, the thorough research on industrial transformation of resource-based city, and taking the outside impact and inside motive---scientific and technological innovation as the breakthrough so as to provide the theories for the transformation of a resource-based city have the important practical and theoretical value. The purpose of thisresearch lies in investigating deep relation between the industrial transformation of resource-based cities and scientific and technological innovation, and their positive interactive mechanisms to promote sustainable development of resource-based cities.The paper employs the method combining the positive analysis with the Normative analysis, qualitative analysis with quantitative analysis, discusses the dialectical relation between the industrial transformation and scientific and technological innovation, combines the successful experience of industrial transformation of western resource-based cities, analyzes the special meaning of scientific and technological innovation for industrial transformation of resource-based cities, and makes detailed explanation on suggestion for policymaking of promoting industrial transformation.This paper draws following conclusion: the right course of a resource-based city lies in the industrial transformation and the right course of the industrial transformation lies in the scientific and technological innovation. Learning from the successful experience of western resources-based cities which depend on scientific and technological innovation to promote industrial transformation, the key to scientific and technological innovation is to overcome the obstacle of idea, niche, corpus and the system, constructing the beneficial environment of science and technology. Compared with the system environment, legal system environment, social milieu, the policy support is the most important.
