Research On Development And Utilization Of Rural Human Resource And Building New Countryside

In 2007 , No.1 document from the national central government emphasizes that the development of modern agriculture is the primary task of building socialism new countryside.The conversion of traditional agriculture to modern intensive agriculture is mainly dependent on agricultural technology improvement and high-quality workers.Basically speaking,effectively developing and utilizing rural human resources will propel the rural economy forward by the means of transferring the rich rural human resources into human capital,and then promote the development of the productive force.In addition,it is necessary that more efforts should be taken for the development and utilization of rural human resources in order to realize the goals of new countryside construction,namely,"manufacture development,wealthy life,rural civilization,rural cleaness,democratic governing."The development and utilization of rural human resources is in the relationship of dialectical and centralized. Only after development, it can be utilized reasonably and sufficiently. Developing and utilizing human resource effectively in Baotou countryside and pastoral areas not only will hold significant and practical uses for building socialism new countryside, but also will stimulate the economic development of Baotou. The rural and pastoral areas of Baotou is set as an example in this thesis. The thesis gives an systematic discussion on present condition, constraints, the means and measures about the development and utilization of rural and pastoral human resources in Baotou. And especially detailedly analyses the constraints. The full thesis altogether divides four parts to carry on the concrete analysis except for the foreword .The first part sets forth the theoretical and practical background of the new countryside construction. And this part discusses the great significance about the development and utilization of rural human resources in building new countryside. In the second part, I detailedly analyse the present condition of the development and utilization of rural and pastoral human resources in Baotou according to some associated data. There are several conclusions that I get. The quality of the rural and pastoral human resources is low. It is a long-term and hard mission to transfer village labor force. The third part carries on the analysis to the external and internal restrictive factors related to the development and utilization of the rural and pastoral human resources. The external factors include nature and geography condition, funds, institutions and national policies situation. The cultural quality and conception is the internal factor restricting the development and utilization of the rural and pastoral human resources in Baotou. In the fourth part, I put forward the means and measures in response to the restrictive factors pointed out in the third part.
