Study On Agricultural Water Use Efficiency Of Gansu Province

Gansu Province as an underdeveloped inland provinces,agriculture is undoubtedly the basic industry of the national economy.Therefore,as the extreme lack of water resources in the provinces,to study how to improve water use efficiency,to promote agricultural dvelopment,it has become a top priority for agricultural development in Gansu Province.Firstly,the article would make a brief introduction to illustrate the meagning of this study.I would introduced domestic and foreign literature in this part.Secondly,it introduces and explains the theoretical and model of this paper.Thirdly,the paper introduced the basic situation of Gansu Province,especially the distribution and utilization of water resources.Then,Using DEA data envelopment basic analysis method and super-efficiency analysis method to do static analysis about Gansu Province.And there are seven valid areas of DEA,also seven ineffective areas.It is concluded that the efficiency values of 14 cities from Jiayuguan City to Jinchang City are decreasing.By using the ratio method to analyze the consumption coefficient and utilization efficiency of various resources,the efficiency of other manpower,land,water and agricultural machinery is lower than that of the whole country,except of chemical fertilizers.The average level of water efficiency,the efficiency of the various regions of the gap is huge,show that there is a big problem.Finally,the Malmquist index method is used to decompose the total factor productivity of agriculture in Gansu Province from 2003 to 2015.The results show the main factors that promote the overall growth efficiency of agricultural resources in Gansu Province are technological progress,consider the actual situation about Gansu Province,it meant to technological progress.And the scale of agricultural development in Gansu Province is nealy closed to the best scale.It is difficult to increase agricultural output by expanding the scale of production.Finally,the paper gives some suggestions on how to improve the efficiency of agricultural water resources utilization in Gansu Province,mainly including:strengthen the awareness of agricultural water conservation;using of agricultural water-saving irrigation technology;strengthen the management of agricultural water resources;the establishment of agricultural water reward and punishment mechanismand provide policy support..
