Central region of China, include six provinces which are Shanxi province, Anhui province, Jiangxi province, Henan province, Hubei province and Hunan province, not only is our important region in constructing "three bases, a hub", but also is the most appropriate area used as rising the whole central region and implementing the scientific development. Because six provinces are located in middle of China which has relatively more strong industries, larger environment capacity and stronger ability of clustering industry and population. However, in order to follow the development strategy of rising the central region, to accelerate economic development, and to promote developing of new industrialization and urbanization, we first should solve some structural contradictions exist among social, economic and environment. For example, resources consumption drag of central areas'economic developing is one of structural contradictions. So an analysis on resources consumption drag of economic development is practically valuable and theoretically significant.This article takes water and land into economic growth model. Firstly, we have a summary on the ideas of resource theory and resources consumption drag, by order of time and developing process of economic;Secondly, we define the consumption drag of water and land resources, we propose function formula and principles by analyzing the economic basis of the growing drag, and we try to construct the economic growth drag model based on the endogenous growth theory, to analyze resources consumption drag of economic growth due from not enough water resource and land resource.Thirdly, we reveal the long-term impulse response relationship between resource consumption and economic development by using SVAR model. And we find limited resources consumption has an impact of restrictions on the economic development.Finally, taking six provinces for example, we make an empirical analysis on the resources consumption drag of economic growth by their panel data, to calculate their drag value caused by lack of land and water, and then comparatively analyze the results, we respectively propose strategy and suggestion to guarantee sustainable development of economic and use of water and land.
